"A significant upgrade of the capacity of interstate extra high-voltage ties between Victoria and NSW, Australia, was carried out by SPI PowerNet (SP AusNet), the owner operator of the Victorian transmission system, in 2002. Schweitzer Engineering Laboratories’ MPS facilities and engineering team was chosen to carry out the tests primarily for the following reasons: availability of ‘state of the art’ RTDS® equipment and highly qualified and experienced engineering staff; established flexible and efficient engineering cooperation between the two companies in determination of the test program; confidence gained from very good SEL product support; and competitive contract conditions, especially in terms of time and cost.
The tests led to several relay setting refinements and configuration adjustments, which improved coordination and overall reliability of the protection schemes. The most significant advantage of this type of testing is the ability to discover potential problems, tune the relay performance to the transient behavior of the particular power system, and confirm the improvements by retesting the protection.
An additional benefit is that the customer-engineer’s knowledge blends with that of the SEL staff. It is my experience that obtaining this assistance multiplies the designer’s capabilities to deliver high-performance protection and greatly increases his confidence in the implemented schemes."
